The Roots of Rail Systems Engineering

Eddie Goddard

INCOSE UK Chapter
Rail Interest Group

Eddie has had a 46-year long career in London Underground, from apprentice to Chief Engineer. He will describe his experience of designing and commissioning signalling systems from traditional fail-safe systems to communications-based systems of today. A lifelong advocate of Systems Engineering, he will describe his experiences of introducing SE principles from the 1960's to today. Using excerpts from the presentations he used to try to give an insight into what SE can do, he will explore the reasons that some people are so reluctant to take them on board. He will also cover his work on national and international committees during the formulation of safety standards and contrast the safety regime of today with that when the Victoria Line was first commissioned.

When Things Go Wrong…What Happens Next? It’ll Never Happen To Me – But If It Does…

IMechE

This event will provide delegates with an insight into how an incident is viewed from all sides and will take the delegates through the events, the immediate aftermath, investigation by the Enforcement Authority and ultimately show how and why these events can often end in criminal court proceedings.

The interface between law and engineering

Sir Vivian Ramsey, Dr Peter Fenn, Professor John Uff, Dr Chris Elliott

RAE

Like all elements of society, engineering operates within the framework of the law. As part of their work, engineers routinely interact with the legal profession, in a whole spectrum of resulting issues including contract disputes, product liability, environmental legislation, health and safety and, potentially, corporate manslaughter. This meeting will examine these issues, explore attitudes of both the legal and engineering profession and consider what engineers need to know about the law and the consequences of failure. The meeting will be an open forum discussion, the output of which will be used by the Academy to inform its future work at the interface of law and engineering and to further develop current workstreams.

The Fire and Explosion at the Buncefield Oil Terminal: The Basic Causes and the Impact on Industry

Bob Woodward

IMechE

The massive fire and explosion at the Buncefield Oil Terminal, Hertfordshire on 11 December 2005 made international headlines.  But what actually happened?
This illustrated lecture will explain what happened, discuss the causes of the incident and set out the implications for industry.  In particular it will look at the technical causing overfilling of the fuel tank primarily involved and how the petroleum vapour spread off-site.

New Nuclear Build: The Role of the Independent Nuclear Safety Regulator

Kevin Allars

IMechE

The following areas will be covered:
The importance of regulatory independence
Progress to date on the design assessment process
The challenges of undertaking assessment of developing design proposals rather than complete designs
How the Generic Design Assessment process will aid the ability of new build to progress in a timely fashion
The ongoing regulatory role during construction and commissioning phases of new build
With the Nuclear Regulator now 50 years old, how is it developing itself to service the next 50 years

The Language of Safety

SaRS

Safety and safety related risks can be evaluated in a number of ways, some of these techniques are simple others require specialist knowledge and input.  The outputs from these assessments and analysis need to be acted upon to maintain or improve safety levels.  As a safety and risk assessment community we can interact well with our peers, however we sometimes fail to communicate with those who we need to gather data from and with those key stakeholders who implement the results of our work.  This event will consider not the language which we use but how we improve our communications in carrying out and implementing our work leading to an increase in effectiveness and overall safety.

IET East London line – New Cross Gate depot technical visit

IET

The East London Line closed in 2007 for major extension and refurbishment work on lines between North and South London. The new extension will be operated by London Overground and will play a major role in developing Transport for London's planned orbital railway around the capital.

As part of the development of the East London Line a new maintenance and servicing depot has been built at New Cross Gate. Here a control room has been created with state-of-the-art equipment for CCTV monitoring and managing points systems. Attendees to this exclusive technical visit will be able to access areas usually reserved only for employees including the rolling stock depot facilities.
