In the railway industry we have (compared to some other industries) very low populations of safety critical equipment. For example, in the UK we have probably less than 1000 interlockings compared to a typical model of car with an electronic Anti-Lock Braking system where there will be millions, so our “In service” experience is much less. At the same time, we have very few accidents and when we do, the same cause can lead to very different consequences.

This means when we perform risk assessment, whether it be qualitative or quantitative our figures may not be representative, and our actual experience of a hazard event limited so how can we know a risk is reduced ALARP (or SFAIRP). This talk will explore this issue and hopefully provoke some thought/discussion!

Peter Sheppard CEng., FSaRS, FIET, FIRSE. Peter has been a signalling engineer for 43 years and spent the last 35 years as a safety engineer looking at both signalling systems and products. He has been fortunate to be involved with (in the railway industry at least) what can be considered “leading edge” including Birmingham Maglev, the original Docklands Light Railway signalling system, Manchester Metrolink and the first major application of axle counters (300+ sections) on Network Rail to name but a few. He has worked in the UK, but also on many projects abroad. He semi-retired in June last year and now runs Sheppard Safety Engineering Consultancy.
